Abstract

Conference topics focused on the relationship between the European Union and Russia and how this plays out in neighboring Ukraine, Belarus and Moldova, and the wider Caucasus: Georgia, Armenia and Azerbaijan. Difficult issues encompass the ‘value gap’ between the EU and Russia, with the difference between law enforcement cultures too great to allow effective pursuit of cooperation in areas such as Justice and Home Affairs. Energy was another area of vigorous debate, including the extent to which individual companies or countries in the EU were pushing their own interests in a collectively damaging way. The paper reports informally on discussions.
