Abstract

This integrative paper presents the highlights of the Survey on Innovation Activities (SIA) in the Philippines, and puts forward the policy issues attendant to promoting, strengthening, and institutionalizing the system of innovation within Filipino firms. Target establishments were stratified into food and non-food industry clusters. Results show the larger the establishment, the more likely it innovates. Even average expenditures in innovation rise with the size of establishments. The paper analyzes factors in barriers to innovation; effects of innovation; sources for information and cooperation; and policy issues.

This report is based on the PIDS Policy Notes “Why some firms innovate and why others do not” written by Jose Ramon Albert, Rafaelita Aldaba, Francis Mark Quimba and Donald Yasay. The authors are Senior Research Fellows (Albert and Aldaba), Supervising Research Specialist, and Research Specialist, respectively, at the Philippine Institute for Development Studies (PIDS).
