Abstract
This report provides a comparative analysis of the relationship between state governance and national systems of innovation of Brazil, Russia, India, China and South Africa (BRICS) and addresses four issues: the role of the state; varieties of the national systems of innovation; a comparative treatment of the five country cases; future research. As rules and regulations shape the evolution of various institutional sub-systems which constitute the national system of innovation, the nation state is a defining agent of national systems of innovation.
