Abstract
The National Information and Communication Infrastructure (NICI) Plan, first released in 2000, has laid the basis for Rwanda’s ICT programme, beginning by developing a policy framework with four phases. The Government of Rwanda does not have a strong central authority responsible for developing records management policies, standards and capacities for records management. However, the National Archivist is well aware of the need for reform in records management and has drafted a National Records Management Policy. An Access to Information Bill has been drafted and when enacted, will have a major impact on records management across government.
