Abstract

This is one of six organizational case studies towards furthering the IDRC’s understanding on how it can plan for, implement, and evaluate support for partners’ capacity development. Cambodia’s political tradition of patronage, where economic opportunities are dispensed to the politically connected, includes the natural resources sector. Moving away from legislation by decree (which had been the norm) towards policy-making more informed by research, requires building research capacity and fostering a culture of research within the Ministry of Environment (MoE). This paper outlines IDRC-supported research and activities in Cambodia.
