Abstract:
The Association for Progressive Communications (APC) has been supported by IDRC since 1996. The ICT for Development (ICT4D) movement aimed to avoid the entrenchment of a global “digital divide” by encouraging new technologies to take root in the developing world. Major impacts and challenges on the IDRC-APC relationship over a ten-year period (1996-2006) are scrutinized in this report. The rapid pace of change in ICT sometimes made it difficult to anticipate events and plan proactively. With respect to institutional strengthening, it is clear that individual IDRC project support together with a specific institutional strengthening grant (INSPRO), have contributed to key elements of APC organizational capacity.
