Abstract
Making the Most of Commodities Programme (MMCP) finds extensive scope for industrial development in sub-Saharan Africa countries, but policy is holding back the development of linkages. MMCP discussion papers have identified misalignments in the corporate value chain, in government policy and strategy, and in government and various stakeholders involved in commodity production and linkage development. More specific policies need to be developed, monitored and implemented in relation to the three contextual drivers of linkages from the commodity sector – skills and capabilities, infrastructure and policies towards ownership.
