Abstract
The first step of the evaluation is a description of Dialogo Regional sobre Sociedad de la Informacion (DIRSI)’s formal and normative characteristics, using information from internal documents and the network’s Web site. Formal information is complemented with interviews with members of the network. Second, there is a comparison with four cases elsewhere in the world to identify the degree of DIRSI’s consistency, similarity or difference in formal and normative aspects. This is an in-depth review of activities of the DIRSI Network with recommendations on its system of governance, administration, communication, and mechanisms for affiliation.
