Abstract

The goal of the National Expansion of Tanzania Essential Health Interventions Project (TEHIP) Tools and Strategies – Zonal Roll Out (NETTS ZORO) programme was to establish a decentralized institutional training system to scale up tools, strategies and interventions. Strengthening the ZHRCs could build capacity for district health staff to plan, prioritize, integrate and deliver essential health interventions. The devolution process gave a growing role to local Government agencies with new planning and funding mechanisms; district funding increased, enabling councils to improve their health services. There is a need to legalize the ZHRCs, specifying mandates for the Zones, and defining their roles.
