    In-depth review of the Research Quality Plus (RQ+) legitimacy dimension : insights from IDRCs 2020 RQ+ assessment

    The Research Quality Plus (RQ+) Approach is a means of assessing and improving the quality of research. The approach, developed by Canada’s International Development Research Centre (IDRC) is defined by three key tenets: 1. the need to consider the context in which research takes place; 2. the understanding that research quality is multi-dimensional; and 3. the need for assessments to be systematic and empirical. RQ+ can be used across a spectrum of research activities, and by actors of many types, such as researchers, funders, universities, think tanks or publishers. The focus in this report is the use of RQ+ to guide retrospective research project evaluations at IDRC.

    Findings on gender equality and inclusion from evaluations of IDRC programs and strategies

    The goal of this brief is to systematically review, synthesize, and consolidate the key findings and recommendations pertaining to gender equality and inclusion (GEI) across the scope of 15 evaluations commissioned by the International Development Research Centre (IDRC) and its grantees and completed between 2018 and 2022. A key focus of this brief is to identify and analyze common patterns or themes within the findings and recommendations on GEI, with a view to highlight the strengths and weaknesses and to distill and incorporate the learnings to inform IDRC’s ongoing efforts to strengthen GEI within its projects and programs.

    Analysis of gender equality and inclusion in the commissioning, conduct, and use of evaluations in IDRC’s programs

    The report presents the findings of a review of gender equality and inclusion (GEI) in evaluations commissioned by the International Development Research Centre (IDRC) and completed between 2018 and 2023. The review aims to assess the extent to which GEI was integrated into IDRC’s evaluation cycle and to identify areas for improvement. On the whole, it was found that while IDRC evaluations have made progress in integrating GEI considerations, there is significant room for improvement. The key takeaways from this analysis across all indicators related to addressing GEI in the commissioning, conduct, reporting, and use of evaluations are summarized below. The analysis that underpins these, as well as the recommendations that emerge from them, are provided in the report and will serve to strengthen the practice of addressing GEI in IDRC-commissioned evaluations.

    Knowledge translation at IDRC - synthesis of existing evidence : evaluation knowledge brief

    This synthesis of existing evidence captures the International Development Research Centre’s (IDRC) learning on its strategies and approaches to embedding and strengthening Knowledge Translation (KT) capacity and outcomes in Research for Development programs. It was conducted to provide a shared understanding of IDRC lessons on KT as input to the 2023 Evaluation of Program Support Models for Knowledge Translation in IDRC-funded Research. This synthesis is informed by 17 previous evaluations and reviews across strategic and programmatic levels at IDRC, that were conducted between 2017 to 2022.

    Knowledge sharing for a more sustainable and inclusive world : an evaluation of program support models for knowledge translation in IDRC-funded research

    Intent on pursuing continued learning from its KT-related efforts, IDRC commissioned the Evaluation of Program Support Models for Knowledge Translation in IDRC-Funded Research. The evaluation’s overarching objective was to assess the relevance, effectiveness, and appropriateness of program design approaches that included explicit investments in external KT expertise to support efforts to move research into action as a complement to research processes. This evaluation examined the design of KT approaches, engagement with KT expertise, mechanisms for achieving intended outcomes, effectiveness in achieving them, and lessons learned overall.

    External evaluation of TTI phase two : second interim report - November 2017

    This Second Interim Report of the Evaluation of Phase Two of the Think Tank Initiative (TTI) presents interim findings and suggested midway lessons of this Phase of the Program. It is part of the Evaluation’s mandate “to provide independent, timely and actionable feedback to allow for the adaptive management of TTI, as well as providing rigorously documented and validated learning about the program.” At this halfway point, the Report primarily follows up on the Evaluation’s Phase Two baselines, established in 2016, which have been used as the basis for data collection here and against which further progress will be assessed up to 2019 in the Final Evaluation Report.

    GrOW program final review

    This GrOW final review serves mainly for IDRC internal learning as well as selective external audiences including funders UKAid and the William and Flora Hewlett Foundation. The review assessed program performance, progress made since the Mid-term evaluation (project and program level) in achieving the program’s three outcomes. The review also assessed if recommendations from the mid-term review were applied and offered expert advice to inform future programming.

    External evaluation of the Science Granting Councils Initiative in sub-Saharan Africa : final report - volume 1

    After seven years of implementation, IDRC commissioned an external evaluation (EE) to assess the extent to which the Initiative is achieving its strategic objectives. The evaluation assesses the achievements, the role of the SGCI in actual and perceived changes, and how results have been achieved, as well as key lessons learned. The evaluation recommends actions for strengthening the overall performance of the Initiative over the next three years and certainly beyond. This final EE report is based on a thorough analysis of the literature and documentation made available to the consultants, interviews with the SGCI Initiative Management Team (IMT) and the SGCI monitoring, evaluation and learning (MEL) consultant, a workshop held in April 2022 with SGCI participating Councils and Collaborating Technical Agencies (CTAs), additional consultations with bilateral funding partners, the CTAs and all the Science Granting Councils (SGCs), and a specific engagement for conducting case studies with six selected SGCs and their research communities and external stakeholders (ministries, other research partners) in Uganda, Malawi, Botswana, Rwanda, Burkina Faso and Senegal. All in all, 56 interviews were conducted.

    Organization for Women in Science for the Developing World (OWSD) mid-term evaluation report - July 2021

    This document is the final report of the Mid-term evaluation of OWSD activities, “Supporting Women’s Leadership in Science, Technology and Innovation in Scientifically and Technologically Lagging Countries (2017-2021)” (hereafter referred to as “the evaluation”). Technopolis Group conducted the evaluation between May 2021 and July 2021. The evaluation was commissioned by OWSD Secretariat. The review aims to inform on the OWSD programmes' achievements, seek lessons, and make recommendations for improvements. This mid term evaluation was foreseen as part of the Sida-IDRC grant awarded to OWSD in 2017.

    Final evaluation of the Centre of Excellence for CRVS systems

    In 2018, the CoE commissioned an external midterm evaluation to identify lessons learned and help shape the remainder of the five-year mandate. In early 2020, the CoE commissioned Cathexis Consulting, Inc. to conduct a final evaluation of the CoE to sum up the accomplishments and learnings of this first mandate and look towards the possibility of a future extension. Evaluation questions focused on outcomes (improved CRVS systems, increased use of evidence by CRVS stakeholders), strategy (institutional establishment, niche, program model, adaptation, partnerships, enablers and barriers), and scalability/sustainability in the future. Answers to these questions were triangulated from five lines of evidence.

    Cyber policy centre (CPC) initiative evaluation report

    This final evaluation of the Initiative was started in September of 2020 and completed in July 2021. A utilization-focused evaluation (UFE) approach was used as a decision-making framework. UFE places emphasis on primary intended users (PIUs) as the owners of the evaluation design; in this instance the PIUs were the staff of IDRC’s Networked Economies unit. The evaluation was designed and implemented by the DECI-4 project team in consultation with the PIUs.
