    Diversification of the Cambodian economy : the roles of higher education and technical and vocational education and training

    This policy brief discusses the provision and relevance of higher education (HE) and technical and vocational education and training (TVET) to economic development in Cambodia. A specific focus is the changing economic structure and demand for human resources. Findings of research show that HE institutions fail to provide relevant and quality programmes for the labour market and economy, where despite the higher enrolment in management and business administration, there is still a shortage of local people to fill positions. While there has been more demand for vocational and technical workers, TVET entities are unable to provide sufficient graduates with the required skills.

    Lessons in extractive industries revenue management : implications for Cambodia

    This Policy Brief draws on the experience of Extractive Industries (EI) revenue management from six countries, and makes policy recommendations for future oil and gas revenue management in Cambodia. Good governance of extractive industries requires long-term planning starting at an early stage in the sector’s development, and coupled with long-term fiscal transparency. An option for Cambodia is to join the Extractive Industries Transparency Initiative (EITI) so that it can learn from other countries and implement a transparent management of oil revenues.

    Leveraging regional cooperation for economic growth in Cambodia

    This policy brief reviews conditions and benefits of regional trade agreements (RTAs) for Cambodia’s economic growth. While regional cooperation is a necessary condition for growth, it is not sufficient. There is a need to develop greater understanding about regional cooperation frameworks among private sector actors and to motivate them to engage in regional cooperation processes. Policy interventions can range from improved trade-related hardware infrastructure to better border management. Countries in the region were engaged in 143 bilateral, sub-regional, regional (RTA) or global free trade agreements (FTAs) and were negotiating a further 84 FTAs (2013).

    Roles of TVET and higher education in economic development in Cambodia

    This paper discusses changes in the Cambodian economy through a lens of labour force requirements, and how vocational education and training (TVET) and higher education (HE) can better contribute to the changes. It reviews factors leading to imbalances between labour needs and higher education. There is a greater preference among young people to enrol in higher education than in TVET although there is a stronger demand for skills. Investment is needed to fix the curriculum mismatch and enhance the quality of HE and TVET; public-private partnerships between educators and employers could help redress the imbalance.

    Cambodia’s agricultural land resources : status and challenges

    The conversion of lands used for food crop production to other uses, the ongoing expansion of cultivated areas, and the situation of unused or under-used cropland in Cambodia needs to become closely regulated. The problem of unused and under-used agricultural lands being held for speculative purposes requires serious attention. Specific policy actions could include promulgating agricultural land law and land-use regulations and creating a national Agricultural Land Research and Development authority. These and other recommendations are proposed in this policy brief.

    Emerging regionalism and regional architecture : what it means for Cambodia

    This research synthesis report aims to map regional issues and compile policy measures and research questions for Cambodia and its region. The region has made rapid progress in economic integration and an unprecedented surge in free trade agreements (FTAs) which represent both opportunities and challenges. Broadly outlined recommendations include: Maintain sound macroeconomic management; Improve the investment climate; Invest in human capital; Synchronise regional cooperation frameworks; Effectively address trade policy constraints.

    Cambodia tomorrow : development research priorities for a middle income country - a synthesis of the themes and messages from the 2013 development research forum

    The Cambodia Development Research Forum (DRF) is a partnership of leading academic, research, and policy institutions in Cambodia. This synthesis report provides a summary of the key messages from more than 30 research papers presented at the Symposium. The papers address economic growth and issues in both public and private sectors. The pace of industrial diversification and economic modernisation will depend on how well the country can provide cost-effective infrastructure, a business-friendly investment climate, quality education and healthcare, and a socioeconomic environment conducive to gender equality and women’s empowerment.

    Does Cambodia need integrated pest management? Past experience, present knowledge and future prospects

    An ecological approach to managing rice pests would improve the agricultural ecosystem, prevent pest outbreaks and contribute to sustainable crop production intensification in Cambodia. This report provides a survey of pest management strategies and focuses on integrated pest management (IPM). IPM involves preparation, prevention, monitoring and analysis, and evaluation. The paper expands on these steps along with recommendations to government ministries, including regulation of pesticides and agricultural extension services for IPM.

    Assessing community-based natural resource management effectiveness in Siem Reap province, Cambodia

    Community forestry (CF) and Community Protected Areas (CPA) have been established for well over a decade in Siem Reap province. The study investigates the socioeconomic benefits gained by CPA and CF members from their participation in Community-Based Resources Management CBNRM. In CBNRM, local communities are responsible for the management of local resources. However, many CBNRM initiatives in Cambodia are more controlled by government than by communities. The report analyzes and compares two communities and the results of their CBNRM practices. In terms of land tenure security and land use, the study recommends that the government expedite issuance of land titles.

    Financial access and stability in Cambodia : opportunities and challenges

    This report summarises the main points concerning financial sector development and economic growth discussed in a series of research workshops and policy roundtables. Cambodia officially launched the Financial Sector Development Strategy 2011-2020 in order to open access to financial services, improve financial literacy and increase financial inclusion, nurturing growth in key sectors of the economy such as agriculture while maintaining financial stability. Excessive credit growth triggered by “financial deepening” can increase the likelihood of instability in the banking system. Financial deepening is the increased provision and widening choice of financial services, of which all levels of society can take advantage.

    Addressing the gaps in health system services delivery in Cambodia

    Cambodia’s Health Strategic Plan 2008-15 (HSSP2) outlines health service delivery. This paper focuses on current research and suggests future directions for research that can help improve the organisation and quality of health service delivery in Cambodia. Research gaps include issues of affordability and out-of-pocket payments; the variation in practices and standard of care among healthcare professionals; and health promotion and education appropriate to the local context. In general, there is growing demand for health services in Cambodia, yet scant empirical research on how health service delivery can be scaled up to meet that demand.

    Management of economic land concessions

    The Cambodian government redistributed 1.2 million hectares, some revoked from economic land concessions (ELC), to more than 710,000 smallholders as private ownerships (2013-2014). The paper outlines key steps for granting new land concessions and improving the efficiency of existing ELCs (or similar large-scale state land licences). Cambodia’s excessive large-scale state land concessions have adversely affected the livelihoods and land tenure rights of local people, threatening the country’s rich biodiversity and restricting access to land especially for new farmer households.

    Driving forces of future Cambodia's economic growth

    This report summarises the main points regarding Cambodia’s future economic and sustainable growth raised at a series of research workshops and roundtable discussions organised by the Cambodian Economic Association (CEA). It presents the characteristics of Cambodia’s economic structure and poverty reduction; discusses the impacts of integration into regional and global trade dynamics; analyses the implications of potential revenues from the oil and gas industry; and offers some policy implications.

    Technical completion report : Cambodia development research forum (DRF) phase II, 2012-2015

    This technical report highlights major outputs, achievements and lessons learned from the implementation of the Cambodia Development Research Forum (DRF) including: six Research Interest Groups (RIGs) which provide research workshops, policy dialogues and training on six interconnected themes; regular forums for research knowledge sharing and policy discussion; annual symposium; capacity building workshops; research publications; and an ICT platform. These outputs are key to building research capacity, improving research networks, and bridging research to policy. The report also includes some challenges of the programme such as the uneven quality of coordination and outputs among RIGs.

    Supporting local post-fishery reform innovation : lessons for multi-stakeholder dialogue

    There is a need to strike a balance between the different approaches and/or tools used to engage local communities in sustainable fisheries management. Learning from local innovations can provide a starting point for addressing the broader policy and institutional challenges of fisheries management in Cambodia. This brief highlights lessons learned and policy implications from experience in supporting institutional innovations that nurture diverse multi-stakeholder collaborations. The study employed a process called Collaborating for Resilience (CORE).
