Acacia focused on the use of information and communication technologies (ICTs) for development. Fifteen projects compare types of policy influence, the means and mechanisms used, and the contextual factors across countries in order to identify commonalities and unique aspects from which future lessons can be drawn.Item Information and communication technologies for development (Acacia) : the case of Uganda; final report(Evalnet, Johannesburg, ZA, 2003) Ofir, Z.M.The Acacia Initiative: Communities and Information Society in Africa funded two ICT policy development processes and enabled the IDRC to have an immediate and significant policy influence in the ICT field. However, Acacia could have had a greater impact on the ICT policy formulation process, where issues demanded a more critical analysis of their implications for, and potential impact on women. The report provides details of the Acacia project activities in Uganda, including an evaluation of operational aspects, activities, gender policy and ICT policy influence.Item Mozambique enters the information age : new technologies become tools of community development(IDRC, Ottawa, ON, CA, 2004) IDRC. Evaluation Unit; Johnson, M.This brief reports on two successful pilot projects initiated in Mozambique. One was creating telecentres, where people in rural communities were able to access online information. The second one targeted youth through SchoolNet Mozambique. There is a small well-networked ICT community in Mozambique of key decision-makers, who allowed for fast and easy transfer of ideas and information. The programme was able to identify, or create, or contribute to, the creation of champions at all levels. IDRC’s Evaluation Unit undertook a wider study on the theme of the influence of IDRC-supported research on public policy. This report is part of the wider study. The existence of policy does not guarantee its implementation; therefore, it is important when pushing for policy change/development to consider the necessary prerequisites particular to a case.
