    Las Evaluaciones Orientadas al Uso (EOU) conllevan a procesos de aprendizaje mediante los cuales las personas hacen uso de los resultados y experiencias de la evaluación en contextos concretos. Se pone énfasis sobre los usuarios primarios. Las EOU no prescriben ningún contenido, método o teoría en particular. Son más un marco orientador que una metodología. Las EOU incorporan una variedad de métodos de evaluación dentro bajo un enfoque participativo. Un aspecto importante es que las decisiones se toman en estrecha consulta con aquellos actores que puedan beneficiarse de la evaluación. Es más probable que los usuarios primarios utilicen los resultados de aquellas evaluaciones sobre las cuales tienen sentido de propiedad. Esta guía está dirigida a evaluadores e implementadores de proyectos que tengan interés en ensayar el enfoque EOU.

    L’Évaluation axée sur l’utilisation (l’ÉAU) facilite un processus d’apprentissage dans lequel les personnes dans le vrai monde appliquent les conclusions et les expériences d’évaluation à leur travail. La focalisation est sur les usagers attendus. L’ÉAU ne prescrit aucun contenu, aucune méthode, ou aucune théorie spécifique. C’est un cadre guide plutôt qu’une méthodologie. L’ÉAU peut inclure une grande variété de méthodes d’évaluation à l’intérieur d’un paradigme global de participation. La prise de décision en consultation avec ceux qui peuvent bénéficier de l’évaluation, est une partie importante du processus. Les usagers attendus auront plus tendance à utiliser une évaluation pour laquelle ils ont un sentiment d’appartenance. Ce Manuel est pour les évaluateurs praticiens qui ont entendu parler de l’ÉAU et qui sont motivés pour faire l’essai de l’approche.

    Utilization focused evaluation : a primer for evaluators

    Utilization Focused Evaluation (UFE) facilitates a learning process in which people in the real world apply evaluation findings and experiences to their work. The focus is on intended users. UFE does not prescribe any specific content, method, or theory. It is a guiding framework, rather than a methodology. UFE can include a wide variety of evaluation methods within an overall participatory paradigm. Decision making, in consultation with those who can benefit from the evaluation, is an important part of the process. Intended users will more likely utilize an evaluation in which they have ownership.This Primer is for practitioner evaluators and project implementers who have heard of UFE and are keen to test-drive the approach.

    IDRC Small Grants Program for ICTD Research Capacity Building : Strengthening ICTD Research Capacity in Asia (SIRCA); final technical progress report, August 2008 - December 2011

    The program funded 15 research projects in eight Asian countries. Selected projects focused on rigorous social science research in the ICTD area including inter-disciplinary research in e-services, new media use and social impact, and policy for the benefit and advancement of individuals, organizations, nation and society in Asia. Workshop training covered research methods and analysis, and the importance of dissemination of findings. The program included a mentorship component, providing selected grant recipients with hands on guidance and supervision for conducting research in an ethical manner at a professional level. The report summarizes activities and outputs of the research projects.

    Communication Policy Research South (CPRsouth) : evaluation report

    CPRsouth’s main activity is an annual conference and tutorials. These are held in a different city in the Asia Pacific region each year, accommodating 21 paper presenters and 30 young scholars, selected through a competitive process. This programme evaluation was conducted by the administrative partner as part of IDRC’s evaluation capacity building initiative, Developing Evaluation Capacity for ICT4D (DECI). The evaluation survey showed that while CPRsouth excels in terms of networking and mentoring, the quality of papers needs improvement.

    Strengthening ICTD Research Capacity in Asia (SIRCA) Program : mentorship model evaluation

    The evaluation found a lack of communication between mentors and Principal Investigators (PIs) from the very early stages of the relationship, where ideally they should have first met and discussed their backgrounds, interests, motivations, expectations, and practical issues such as time commitment and scheduling. In addition to providing a deliberate space for clarification and preliminary conversation to occur, SIRCA can develop sharper definitions of the roles and duties of the Mentor and PI in the agreement Terms of Reference and the Memorandum of Understanding. Co-authorship should not be mandated but is a desirable outcome.

    Evaluation of "Strengthening ICTD Research Capacity in Asia" (SIRCA) Programme

    This evaluation aims to increase the evaluative capacity within SIRCA using the Utilization-Focused Evaluation (UFE) approach, and to identify areas for recommendations for programme improvement in such aspects as mentorship, workshop formats, and publishing.The SIRCA Programme has produced capacity building outcomes such as peer-reviewed publications and participation in international ICTD conferences. There are opportunities for SIRCA to become even stronger going forward, starting with more clarity in the programme’s mission – to fund new and emerging social scientists or more well-established ICTD researchers.
