Developing India - Timor-Leste relations : final technical report
Abstract
India and Timor-Leste have geopolitical and developmental imperatives for a deeper engagement with each other. This report recommends that the two countries use human capital development as the basis of developing bilateral relations. It advocates that India consolidate its developmental initiatives in the form of an specialised agency to implement the "Indian touch" in international development.
