Abstract

The book promotes facilitated participatory planning (FPP) in the context of complex institutions and serves as a guide to implementation processes. FPP does not change the basic principles or framework of what a plan is. It changes the way that plan is made. This book charts the evolution of FPP from pioneer concepts of awareness, empowerment, learning-by-doing, visualization, creative group processes, and incremental questions, into a complete and up-to-date system of principles and techniques. Case studies show that national and institutional infrastructures are highly complex, trans-sectoral, multi-disciplinary, and multi-departmental, each with its own unique personality, context and issues.
