Abstract
This report outlines discussions and recommendations made during the workshop, recognizing that bandwidth management and optimization (BMO) is only a part of ICT services provision. The strengthening of management will best be delivered as part of wider ICT services provision, and network administration strengthening. Challenges associated with the policy and management environments are critical in relation to the wider environment in which ICTs and BMO sit. This is important in an institutional, research and education networks context (REN), as well as the national context. Also related to strengthening policy and management environments is improved ICT leadership at the institutional level.
