Abstract

This evaluation aims to increase the evaluative capacity within SIRCA using the Utilization-Focused Evaluation (UFE) approach, and to identify areas for recommendations for programme improvement in such aspects as mentorship, workshop formats, and publishing.The SIRCA Programme has produced capacity building outcomes such as peer-reviewed publications and participation in international ICTD conferences. There are opportunities for SIRCA to become even stronger going forward, starting with more clarity in the programme’s mission – to fund new and emerging social scientists or more well-established ICTD researchers.
