Abstract
The report details a comparative study on the cost-effectiveness of the paper-based Health Ministry Information System (HMIS), and the Uganda Health Information Network (UHIN) solution for the HMIS, in order to inform policy of the most appropriate means for producing high quality and reliable health data. This involved estimating the cost per form of the paper-based health information system sent from the lower health centers to the districts, and comparing this with the cost involved in sending the same information electronically via hand held computer devices. The report provides a detailed breakdown of costs, computation formulae, and resulting policy implications.
