Abstract

For pandemic avian influenza (AI) in Thailand, the policy process for poultry vaccine is complex and politically‐driven, involving a number of stakeholders (top politicians, government bureaucrats, academicians, big export businesses and rural people) with potential conflicts of interest, particularly between big business poultry exporters and rural people with backyard chickens; the former are against vaccination while the latter is for the AI vaccine. The decision makers regarding poultry vaccination seem to put more weight on the business side of the equation at the expense of the rural community. This report covers activities undertaken by the research team 2008‐ 2010.
