Abstract
Infrastructure in terms of optical fibre is already available to build a regional as well as national research and education networks (RENs) with reasonable coverage of institutions in the region. The paper argues for the formation of National Research and Education Networks (NRENs) and Regional counterparts (RRENs) so that negotiations can take place with broadband and network providers. Network providers are also reviewed in the paper. The analysis is based on a selection of twelve countries in the region. It investigates the regulatory framework and barriers to policy making and understanding at government level.
