Cost-effectiveness analysis for controlling ground level ozone in Beijing and its surrounding areas

Abstract

This study assesses policy options that could reduce ground level ozone pollution in Beijing. It compares economic costs of these options, and recommends the most effective sequence in which they should be adopted. Vehicle control in local Beijing is much more cost-effective than power plant control in the surrounding areas. However, the latter is necessary if greater air quality improvement is desired. The study finds that the installation of oil gas recovery systems at Beijing’s 1446 gasoline stations would be the most cost-effective option. Coal-fired power plants were the biggest emitters of nitrogen oxide (NOx), followed by vehicles and chemical industries.
