Abstract

The paper estimates the monetary value of the main environmental protection and compensation costs of the Yali hydropower plant (YHPP), and incorporates them into financial viability indices of the plant. An appropriate financial mechanism should be established to allocate revenue from full cost electricity pricing to fund environmental protection and compensation costs. This Economy and Environment Program for Southeast Asia (EEPSEA) study updates the original financial analysis of the YHPP, which ignored a wide range of environmental costs in determining important indices of financial viability affecting its net present value and electricity price.
