Abstract

Even in cases where conflicts are interrelated and overlapping with reciprocal effects (Burundi, Rwanda, DRC, Uganda, Sudan etc.) there has been little effort to draw out the country linkages and to work deliberately towards a regional and comprehensive settlement in the Great Lakes area. In this project, specific findings from each case study are provided that identify critical interests and strategies in the particular conflict. An emphasis on “obstacles to peace” rather than the “root-causes of conflict” is potentially a more productive approach towards peace negotiations, and for working with prolonged regional conflicts.
