Abstract
The aim is to build regional ICT development (ICTD) research capacity and advocacy networks in Central, East and West Africa, and to advance and support calls for universal affordable access to broadband information and communication technology infrastructure. The project works toward developing two sub-regional ICT policy advocacy networks that can disseminate research and undertake advocacy, to create a sound platform for sub-regional connectivity for the effective use of ICTs in development processes. A noteworthy outcome category is capacity to adapt to a politically unpredictable environment, where advocacy campaigns come up against political realities – for example the coup d’etat in Niger.
