Abstract
The study aims to promote policies that will activate universities and research centres to conduct research that meets private sector needs and enhance competitiveness in domestic and foreign markets. The increasing gap between research and development (R & D) and the needs of the private sector constitutes a major problem in developing countries, including Arab countries and Palestine. There is a lack of consulting institutions that employ scientific research findings in a way that transforms it into economic value. The paper recommends that decision makers introduce legislation, amending and updating laws to encourage companies to make use of R & D.
