Abstract
The report includes a review of the vulnerabilities and efficiencies of existing disaster preparedness mechanisms; food security strategies; emergency health care; the Committee for Flood and Storm Control; communication systems, and NGO’s and other supporting institutions. This study provides insights on the role of information and local level institutions in people-centered early warning systems for disaster management in coastal communities. Owing to its geographic location, Central Vietnam is most prone to storms, floods, and salinity intrusion. Damage prevention can be achieved at a lower economic and social cost through effective people-centered early warning systems. Local management plans should reflect local knowledge.
