External review of the Asia-Pacific Research and Training Network on Trade (ARTNeT-phase II-2007-2010)

Abstract
ARTNeT has made significant progress in Phase II toward its objectives, having evolved as one of the leading networks of researchers, analysts and policymakers in the region. At the same time, its capacity building and training programmes have gained immense popularity across the region. This evaluation suggests that one challenge faced by ARTNeT is to ensure its programme is “demand-driven;” for instance it could be more effective in two-way communication, addressing relevant needs of policy makers. Some recommendations are proposed to improve the usefulness of ARTNet research and increase its institutional capacity.
