Abstract
This review was commissioned to enable the Development Research Forum (DRF) of the Cambodia Steering Committee (SC) and administrators to assess the project so far. It evaluates the factors supporting or hindering achievement of objectives and priorities, moving towards transition to a second phase of operations. The evaluation breaks down and analyzes DRF achievements against stated objectives. It also examines the operating environment, current strengths and weaknesses, and suggests ideas for improvement. In terms of governance, a secretariat along with a full-time administrator needs to be appointed, accountable to the SC Chairperson.
