Abstract
The potential for positive change exists, even though the survey presents daunting results. The central character of the educational system requires softening to allow a measure of decentralization that may trigger localized institutional initiatives to improve, and to pluralize the curricula, teaching techniques and text-books, along with expansion and digitalization of libraries. All of these actions are needed in order to open what has largely been a closed system. As well, continued scholarships abroad may help change the profile of teaching staff in the coming years.
