Abstract
In terms of capacity building, given the heterogeneity of research capacity across different regions in Viet Nam, a more flexible “dual” approach was employed whereby Hanoi-based teams were encouraged to move closer to international standards in research. Under the Knowledge Transfer Initiative in VERN II, researchers received training on how to better bridge research to policy. Having an extensive network of international scholars helped VERN to mobilize expertise to build capacity of Vietnamese researchers, which included collaboration through the hiring of local technical assistants.
