Abstract
This 22 page draft ‘for internal discussion only’ unreviewed by any legal body, proposes amendments to proposed Ecuadorean laws by tobacco industry affiliates of Philip Morris International. For instance “… to seek to exclude the tobacco industry by law, from any cooperation with the entities in charge of regulating them, is simply put, inappropriate and could be considered to go against all basic principles of participation and democracy established in Art. 95 of the Constitution. All public and private entities should retain the ability to continue to cooperate with any stakeholder that they consider necessary in order to achieve their objectives”.
