Abstract

This study helps support assignment of the Framework Convention on Tobacco Control (FCTC) by the Government of Indonesia, as it reveals the economic burden of tobacco consumption among the poor. Results will be used as evidence for government ministries to show that increasing tobacco consumption is undesirable because it has high opportunity costs in terms of other essential commodities such as health and education. The Socio-Economic Survey (2004) reveals that average monthly household expenditure for tobacco was higher than average monthly expenditure for education and health. 41% of poor households in Indonesia spend money on tobacco.
