Abstract

The research aims to improve the effectiveness of three major HIV/AIDS initiatives: the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), the U.S. President’s Emergency Plan for HIV/AIDS (PEPFAR), and the World Bank Multi-Country HIV/AIDS Programs for Africa (MAP). Four focus countries were selected for the HIV Monitor project: Ethiopia, Mozambique, Uganda and Zambia. Themes include tracking the funding; performance-based funding; effects of HIV/AIDS programs on national health systems; relationship between AIDS and reproductive health; a beneficiary analysis focused on gender; recurrent cost burdens and sustainability; and the impact on the labour market for healthcare personnel.
