Working toward environmental solutions in underdeveloped neighbourhoods in greater Buenos Aires
Abstract
Even though Alem is not an informal settlement — the houses were built by the Moreno municipality several years ago in Buenos Aires — people are still waiting for their deeds. Without a deed establishing ownership, people have no access to credit and cannot sell the property legally. Moreno is one of the poorest municipalities in the metropolitan area: 26% of the population lacks basic needs such as clean water and toilet facilities. Approximately 47% of the over 380,000 inhabitants depend on social welfare programs. The article introduces the Moreno Focus City project of the Urban Poverty and Environment Program, supported by the IDRC.
