Abstract
The paper debates public and private investment in the development of the telecommunications industry in Peru. It discusses practices that could violate consumers’ rights, as well as the effects of hastily adopted legislation that could result in disincentives to investment, higher prices for services, and deterioration in the quality of service. At the heart of the conflict are two opposing models of development, one based on the market and the other on the administration of public goods in the public interest. The debate over non-discrimination of Internet content (net neutrality) is crucial to the development of non-discriminatory broadband services.
