Abstract
This paper provides a general analysis of current conditions for the development of broadband in the Andean region. It serves as a baseline for development of a broadband network that will ensure universal access and affordable prices for the entire population, and which will entail new challenges for democratic telecommunications policies. The convergence of the communications and media sectors has a significant impact in terms of access to information and content – access that is essential for pluralistic societies.
