Abstract
The study investigated how conflicts over land and water resources are managed in Pangani river basin (Tanzania). Current water laws do not give exhaustive coverage over all areas in Tanzania, and the complex interplay between customary and statutory systems were subjects of the research. For instance, customary water practices objected to a female water engineer overseeing the construction of water canals. Mzee wa Mfereji were traditionally in charge of canals; “mfereji kufanyiwa matambiko” sacrificing virgin daughters to lay claim over a water canal. The River Basin Water Office thus rejects clan interests.
