Abstract
This brief analyzes the role that the uptake of information and communication technologies (ICTs) within firms and governmental approaches to trade facilitation play in the ability of manufacturers to participate in export markets. It recommends that the government find mechanisms for export promotion, such as tailored export guarantee schemes, specifically targeting manufacturers that do not currently export, while continuing to support established exporters; and by ensuring sound infrastructure that allows technology to operate effectively. It is also essential that national education policies integrate ICT training into programs.
