Abstract

Telecom regulatory issues need to be addressed in Nepal. The presentation looks at conditions for licensing telecom service providers, and the resulting telecom services provided to rural Nepal through private investment. It reviews telecom service, implementation problems, and bureaucratic delays, and concludes that the current program is very expensive and inefficient.
