Abstract

This report unpacks the mixed reception to the Kenya Communications Amendment Bill (2007), outlining media objections as well as government response, and contextualising the tension between the two. It is part of the Association for Progressive Communications (APC)’s project “Communication for Influence” in Central, East and West Africa (CICEWA). The research identifies obstacles to universal affordable access to broadband ICT infrastructure in countries and sub-regions in East, Central and West Africa, and develops two sub-regional ICT policy advocacy networks to disseminate research on information and communication technology for development (ICTD) and access to infrastructure at the sub-regional level.
