Abstract
The report is part of the Association for Progressive Communications (APC)’s project “Communication for Influence” in Central, East and West Africa (CICEWA), with a focus on Rwanda. It provides the history and some of the problems that occurred in the implementation of telecom reform policy. The report identifies obstacles to universal affordable access to broadband ICT infrastructure in countries and sub-regions in East, Central and West Africa. It proposes two sub-regional ICT policy advocacy networks to disseminate research on information and communication technology for development (ICTD) and access to infrastructure.
