Abstract
The presentation covers the development of the telecommunication sector in South Africa. The lack of institutional capacity to reform monopoly and duopoly markets adequately and to regulate them effectively has undermined many reform initiatives. Initially, South Africa focused on privatisation rather than liberalisation of the market, maximising the sale price in exchange for high levels of protectionism that allowed maximum returns on investments. Studies indicate the importance of creating a sector regulator prior to the introduction of market reforms. Regulatory intervention has become a necessity in the communications industry in South Africa.
