Abstract

The move by the Ministry of Finance to scrap value-added tax (VAT) exemption for prepaid telecommunication services will impact negatively on economic growth, and increase the digital divide within Namibia. This four-page NEPRU policy brief advocates for government support of cheaper and wider access to information and communication technologies, in particular for the poor. The Namibia Economic Policy Research Unit (NEPRU) was a Namibian non-governmental organization whose mission was to support Namibia's national development. Graphs show how VAT on prepaid mobile services would have changed Namibia’s competitiveness.
