Abstract
Evidence based ICT policy is based on supply and demand side research (undertaken by the Research in ICT Africa country networks) that is triangulated with the telecommunications regulatory environment perception survey. Indicators include factors of pricing, willingness to pay, sector performance, regulation standards, ICT access and usage, and mobile phone ownership.
