Abstract

The paper examines Internet governance, telecom policy, and human rights issues in Africa regarding access to information and freedom of expression. Information and communication technologies (ICT) are essential for the free and expedient dissemination of, and access to information. Regulation of the use of ICTs raises human rights concerns in the realm of civil and political rights especially with regard to the right to vote. The paper advocates for proper governance of ICTs while considering the implications such governance bears on human rights.
