Abstract
The presentation reviews a 20-country research network survey which is triangulated with telecommunications regulatory environment surveys. It highlights policy, the regulatory environment, and market linkages in South Africa. It calls for wide-reaching changes to create an enabling system; for removal of protectionist strategies; and for opening markets to competition to meet pent up demand while developing strategies for investment in a telecom “regional backbone.”
