Abstract
In 2009 the average retail price for basic broadband in Sub-Saharan Africa was $366 per month vs. $40 in Europe and India. The telecom sector is largely inefficient across African countries, and the telecom regulator is largely ineffectual due to constraints on authority and lack of competencies. The presentation provides statistics on both markets and usage. There is a concentration of state ownership in the sector with potential for conflicts of interest, and lack of state policy and regulatory co-ordination.
