Abstract
The presentation aims at empowering regulators in Zambia, and provides information and references to organisations and related bodies interested in consumer issues. It includes statistics on the telecom industry in Zambia such as fixed phone lines, mobile phone, and Internet subscriber growth rates. The Telecommunications Act (1994) provides for nine Regulatory Board members with a nominee from the Consumer Authority Zambia (CAZ). The Information and Communications Technologies (ICT) Bill 2009 has addressed consumer affairs. Telecommunications Regulations by CAZ provide consumer protection guidelines. The presentation questions whether the 2009 ICT Bill is adequate in its provision of consumer protection.
