Abstract
This policy brief synthesizes the results of the survey on ICT access and usage that was conducted in Ethiopia and16 other African countries, and includes policy recommendations for actions. Results are provided for mobile networks and public phone usage, Internet access and subscription, expenditure on mobile calls, and price elasticity. All indices show that Ethiopia is far behind its neighbours and other nations in terms of access to all ICTs. In addition, there is significant dissatisfaction with the current services that are offered.
