Abstract

Research ICT Africa (RIA) is a network of researchers conducting ICT policy and regulatory research in 20 African countries across the continent towards collecting data and providing analysis required for evidence-based policy. The presentation gives an overview of the telecommunications regulatory environment. It compares fixed line and mobile phone users and pricing. Less than 15% of people access the Internet, even in countries with the highest access rates. Regulatory failure is bound by onerous statutory requirements, absence of capacity and disenabling laws. Market and policy failure are also discussed.
